The state Duma Committee on budget and taxes recommended the lower chamber of the Parliament to adopt in the first reading the bill on introduction in Russia of the system tax free.

The Committee plans to submit a bill introduced by the government of the Russian Federation to the state Duma on 20 September.

The bill will allow citizens of foreign States-members of the Eurasian economic Union to reimburse the amount of VAT paid when purchasing goods in retail trade organizations in Russia, with the export of these goods outside the customs territory of the EAEU.

The document also provides for the right to deduct amounts of VAT calculated by taxpayers — organizations of retail trade, for goods sold to such individuals. In addition, set a zero rate VAT in respect of services of the organizations on payment of VAT in such individuals and is defined the list of documents submitted to the tax authorities to confirm the validity of such rate.

The tax free system is a common practice in many countries, explained earlier, Prime Minister Dmitry Medvedev. According to him, foreigners leaving Russia, will be able to return the VAT from the purchased of goods, that is «18% minus the Commission of the company, which will be the operator of that system».

The head of the Russian Cabinet noted that in Russia the tax free system take effect from 1 October 2017. The system is in pilot mode can be launched in Moscow, the Moscow region, St. Petersburg and Sochi. And then, at the end of the pilot run, the government will have to make a decision on its further dissemination.
