The state Duma on 13 September will hold the first plenary session after the summer recess, thus opening the autumn session; first Vice-speaker of the state Duma from the Communist party Ivan Melnikov told RIA Novosti, how many bills are included in the work plan of deputies in this semester only as a matter of priority and what they are.

«In the approximate program of legislative work of the state Duma during the autumn session included about 130 bills for priority consideration. We are waiting for a content-rich and diverse agenda… At this point in September, planned to be ready for consideration by about 180 bills, the vast majority of them — in the first reading, among them over hundreds of initiatives introduced by deputies,» — said Melnikov.

Budget and taxes

According to him, the highlight of the session will be consideration of the Federal budget for 2018 and the planning period of 2019 and 2020, and budgets of state extra-budgetary funds. In addition, it will consider the package of government proposals in the Tax code.

«For example, is specified the list of income not taken into account in determining the tax base for tax on profit of organizations. There will be local decisions related to the upcoming world football championship,» — said the MP.

For the benefit of society

The state Duma plans, according to Melnikov, to consider a number of initiatives to improve the delivery of public services. In particular, the law «On acts of civil status» will be amended to reduce the list of documents required to apply for marriage registration in electronic form.

Pursuant to the decision of the constitutional court prepared for consideration during the autumn session the bill in terms of providing visits to convicts serving a sentence in stringent conditions or under strict regime. «We will also discuss and change on the issue of the deferment of serving the punishment of drug addicts,» — said the first Vice-speaker of the state Duma.


Melnikov also said one of the priorities of the second and third readings of the bill «About the responsible attitude of animals.»

«The bill has a long history, which was submitted to the State Duma in 2010 and in 2011 passed the first reading. This Deputy bill «About responsible treatment of animals». At the end of the spring session, its consideration was postponed for the purpose of thorough discussion in the working group, better study and search for a balanced solution. Also in accordance with the instructions of the President of the Russian Federation the state Duma will consider amendments to the law «On environmental protection» with the aim of improving the efficiency of the Federal state environmental supervision in the construction and strengthening of responsibility for violation of environmental requirements.

Control and accounting

The bill providing for the introduction to higher officials of subjects of Federation the obligation to submit a public report to the legislature on the results of the independent evaluation of the quality of services will be reviewed this semester.

«The report is invited to consider, with the participation of representatives of public councils for independent assessment and public chamber of the subject,» — said Melnikov.

In addition, we will review the amendments to the law «On consumer rights protection» to strengthen the protection of the rights of consumers of goods and the provision of various services through the Internet.

Will not pass by the deputies in this session and the bill on amendments to the Federal law «On noncommercial organizations». «It is proposed to determine the specifics of state registration and control over the activities of non-profit organizations, their legal status, establishment and liquidation, as well as possible forms of support to nonprofit organizations, state authorities and local self-government», — concluded the Deputy.
