The Russian government at a meeting on Wednesday to discuss a bill that extends the procedure of granting Russian research organizations status of state scientific center (SSC), now such centres are encouraged to include institutions with a leading position in their fields.

As noted in the materials for the meeting, the bill proposes to Supplement the Federal law «On science and state scientific and technical policy» with a new article that would bring the regulatory framework governing the activities of state scientific centers, «in accordance with modern conditions and the needs of development of scientific-technological complex».

It is proposed, in particular, to determine what the status of the state scientific center can be assigned to a scientific organization that the evaluation and monitoring of the effectiveness of its activities classified as industry leaders in Russia. The status and order of assignment is determined by the government of Russia by the Federal Executive body or state Corporation, agreed with the founder of the scientific organization.

The bill was considered and approved by 31 July 2017 at the session of the government Commission on legislative activities.

The status of the SSC introduced by presidential decree in 1993. The creation of SSC was then due to the need to preserve Russia’s scientific and technological potential through the concentration of state support in different forms by leading scientific organizations. This will keep the domestic scientific schools of world level, to ensure the development of scientific potential of the country in the field of fundamental and applied research in the transition to a market economic system and a significant budget deficit. Now the SSC status have more than 40 major Russian research institutions.
