NATO does not discuss the prospect of granting Ukraine the action Plan on NATO membership (MAP), now all efforts are concentrated on reforming the defense sector, told RIA Novosti NATO Secretary General Jens Stoltenberg.

Earlier the President of Ukraine Petro Poroshenko said that he had offered NATO to begin discussions on the provision of country plan of action on membership in the Alliance. Thus, according to him, Ukraine does not intend to apply for membership in the Alliance and intends to focus on the achievement of criteria of NATO.

«On the agenda of the MAP is not worth it. We now support Ukraine in carrying out reforms, modernization of the armed forces, strengthening the institutions of defence and security. We focus on it,» — said Stoltenberg.

Thus, in his words, «reform, modernizing the armed forces and security organs, important for Ukraine, irrespective of the question of membership in NATO.»

«NATO is helping Ukraine carry out reforms to modernize the armed forces, to strengthen the institutions of defence and security, and later, of course, Ukraine will have to decide whether to submit an application, and 29 allies – whether to invite Ukraine to join (Alliance),» — said the Agency interlocutor.

The plan of action on preparation for membership (map) in NATO is a program designed to prepare the candidate country for accession to the organization. Within its framework, according to the Alliance, the countries submit annually a program of preparation for future membership, which reflects the political, economic, defence, resource, legal aspects and aspects related to security. NATO, in turn, provides candidates with advice and practical support in this process.

Terms of negotiations on the granting of a such a plan is not spelled out anywhere. So, Georgia talks about the need to grant it the membership action plan (MAP) since at least 2006. The authorities hoped to get it at the NATO summit in Bucharest in 2008, but the Alliance did not accept such decision. The leaders of the countries-members of NATO at the meeting confirmed that Georgia and Ukraine may in the future become members of NATO — subject to compliance with the standards of the Alliance.

The delivery of the map, as they say in materials of NATO, also does not prejudge the opinion of the Alliance on the question of membership in the Alliance. Macedonia participates in the map since 1999, and at the summit in Bucharest in 2008, the country was invited to join the organization provided that it, together with Greece will find a mutually acceptable solution on the question of its title. In 2010 it was decided to grant the membership action plan of Bosnia and Herzegovina, led to his execution a resolution of the question of the registration of real estate used by the Ministry of defence of the country. Since then, the situation has not changed.
