Russia will not contribute to the Council of Europe to the restoration of the rights of parliamentarians

Russia does not intend to make contributions to the Council of Europe (COE) parliamentary Assembly (PACE) in 2018, while the rights of the Russian parliamentarians is fully reinstated, said the newspaper «news» the Vice-speaker of the State Duma Pyotr Tolstoy.

Russia from 2016 sends the documents for accreditation of its delegation to the PACE, once in 2014 and 2015 the Russian Parliament was deprived of voting rights at the sessions and opportunities to participate in the work of the statutory bodies of the Assembly.

Tolstoy recalled that the decision to freeze part of the contributions in the Council of Europe on the PACE and was adopted with discriminatory policies of the organization. This amount is about 11 million euros.

«We believe that until you change the regulations of its work, the meaning of our participation in it. I remind you that the Russian delegation was deprived of vote in PACE. Until this is changed, go back to work in the parliamentary Assembly and, accordingly, will not pay contributions», — said the Deputy.

Tolstoy also noted that a minority of deputies adopted the decision to deprive Russia of the ability to work at PACE.

«Moscow proceeds from the principles that the Assembly consists of parliamentarians of countries elected by the people. Accordingly, the deprivation of voting rights — that is, the right to speak in the PACE — is discrimination of the people of the largest European countries,» — said Vice-speaker.

In 2014 and 2015, PACE adopted a number of resolutions because of the position of Russia in the Crimea, depriving the Russian delegation of the right to vote in sessions, to participate in statutory bodies and in monitoring activities. In 2016, Russia has decided not to send for the necessary delegation documents at the same time Moscow continued to work with the Council of Europe. In 2017, the Russian side decided not to send the documents for accreditation of its delegation to the PACE.

At the end of June this year, Russian foreign Minister Sergei Lavrov informed the Secretary General of the Council of Europe thorbjørn Jagland on the decision of the Russian side — one of the major contributors to suspend the payment of the contribution to the budget of the CE in 2017 to restore the full powers of the national delegation to the parliamentary Assembly of the Council of Europe. At the same time Moscow has said it will continue to fulfil its commitments made earlier at the Council of Europe conventions.
