The combination of interventions and support of export of Russian grain can balance the situation on the market, said Deputy Minister of agriculture of the Russian Federation Ivan Lebedev at the meeting of the state Duma Committee on agrarian issues.

He said that grain interventions, of course, «a very necessary and important mechanism,» but the Ministry considers other areas of state support in this sphere.

«Today, the Ministry of agriculture went deeper, and we in parallel are working on a mechanism for the reimbursement of costs incurred for the transit of Russian grain on areas for potential exports. This is very important. If the two mechanisms work simultaneously, I think we can balance the situation on the markets of the country and to have the fair value of grain for our agricultural enterprises», — said the Deputy Minister.

However, he believes that needs urgent reorientation of state aid measures in order to «provoke farmers for deep processing of grain». «And today prepared reform in this direction. We will gradually introduce increased grain quality, and measures of state support will be allocated only to those farms that are moving in this direction, because it is a strategic task for agriculture», — said Lebedev.

The head of the Ministry Alexander Tkachev said on Wednesday that the method of stabilization of domestic grain prices in Russia will be determined at the beginning of October, while still considering some options, including traditional buyout in the intervention Fund and the subsidizing of railway transportation.

Earlier in an interview with RIA Novosti, the Minister said that in order to stabilize domestic grain prices must be «clean» from the market 3 million tons of grain. It is also considering the option of a 100% subsidy of rail transportation of grain from the Urals, the Volga region and other regions in southern ports to boost exports.
