Presented by the presidential Council on human rights (HRC) the concept of Amnesty being discussed in the presidential administration, human rights activists hope that the ideas set forth therein would be reflected in the final resolution of the state Duma, told RIA Novosti the head of the HRC Mikhail Fedotov.

A group of deputies from the liberal democratic party on Thursday submitted to the state Duma a draft decree «On declaring Amnesty in connection with 100 th anniversary of the October revolution of 1917.» The head of the HRC stressed that the HRC welcomed the submission to the lower house of the relevant project; the granting of Amnesty would be a very important step in the manifestation of humanism, he said.

«Earlier, we conveyed the concept of Amnesty to the presidential administration, now she’s worked out there. I hope that the ideas outlined in the concept will be reflected in the final resolution of the state Duma», — said Fedotov.

He also drew attention to the fact that in recent years the state Duma has accepted the decision on Amnesty by the President. «As Chairman of the Council I considered it right that in this case this tradition was observed», — said the head of the HRC.

The idea of the Amnesty for the 100th anniversary of the revolution in Russia was made by the members of the HRC at the meeting with first Deputy head of presidential administration Sergey Kiriyenko at the end of may. As reported then the Fedotov, following the meeting, the defenders gave Kiriyenko corresponding concept note. The Chairman of the HRC said that the Council hopes to support this initiative the head of state, human rights activists then expressed a willingness to consider the corresponding draft resolution for submission to the state Duma for the first time and offered to extend Amnesty also an administrative offense to carry out «administrative Amnesty.»
