The presidential Council on human rights intends to discuss at the meeting with President of Russia Vladimir Putin and the evolution of laws on rallies and public control, told «Kommersant» head of the Council Mikhail Fedotov.

«We will propose to amend the law on rallies and the administrative offences Code… for example, mandatory provision of video materials in court on violations at the rallies,» — said Fedotov.

He also believes that it is necessary «to strengthen the responsibility of officials for obstruction of rallies, up to disqualification».

According to the Chairman of the Board, the members of the HRC also want to discuss with the President the amendments to the law «On fundamentals of public control», which gives the right to implement it all Russians. «Participation in social control is the implementation of the right of citizens to participate in government,» he stressed.

He added that the meeting will be raised and the question of the formation of public monitoring commissions (PMC). «We are with the Ombudsman (Tatiana Moskalkova) want to participate fully in the formation of the PMC, to monitor the content of people not only in the colonies but also in the special cars, paddy wagons, specificallyto, the convoy premises of the courts, to have the opportunity to visit persons under house arrest,» — said the head of the HRC.

In addition, as noted Fedotov, the HRC will propose to the President to change the law on the contract system of public procurement, «to tenders awarded to the firm, not only offers best price but also with high qualifications and better conditions, especially in the restoration of cultural heritage». Will also address the topics of ecology and human rights protection in the hot spots, said human rights activist.

According to «Kommersant», a traditional meeting of members of the HRC with Putin due to be held in early November.
