The Commissioner for human rights in the Russian Federation Tatiana Moskalkova intends to appeal in SC of the Russian Federation with a request to connect to the investigation of criminal cases related to missing people in Chechnya, about which wrote earlier media.

Earlier Moskalkova said that the police filed 18 criminal cases against individuals involved in the published in «Novaya Gazeta» list. According to the Ombudsman gathered from various sources, including the media, the list included the names of 31 people, the fate of which the Ombudsman wanted to find out. Of them, as said Moskalkova, three were alive, three died in clashes in December last year in Chechnya, two died a natural death.

«There are rules of criminal procedure on investigation of cases. To this jurisdiction to alter, need a good reason and it is a violation of law. But we are working on this issue in order to request the withdrawal of test materials and the implementation — or with the assistance of staff of Central office of SK or direct the seizure to the Central office for the investigation. But the law does not oblige to the removal of these cases to investigate at the level of the Investigative Committee, » — said Moskalkova, answering the question, is it possible to transfer the investigation of criminal cases in the district courts or the Central investigative agencies.

In the beginning of April, «Novaya Gazeta» has published an article which said about the mass detention in Chechnya residents based on sexual orientation. Press Secretary of the head of Chechnya, Alvi Karimov denied the information of the newspaper, and the press Secretary of the head of state, Dmitry Peskov, said that no reason not to trust the information about the absence of any persecution of gays presented by the head of Chechnya Ramzan Kadyrov in the course of communication with the President Vladimir Putin. Moskalkova has announced that it has received from the publication of the names of people who allegedly were subjected to repression due to sexual orientation, and sent a letter to the head of SK. The Ombudsman asked the SC to write to clarifying the answer for those names that are listed in «Novaya Gazeta»: it was about 24 people, with no data except the names and initials were not indicated.

In July «the New newspaper» also wrote that he gave the investigators a list with the names of more than 20 residents of Chechnya detained since the end of December 2016, according to the newspaper, killed in January of this year. According to the publication, people were arrested during several security operations in Chechnya after the crime, 17 Dec 2016, when a group of armed men committed an armed assault on a police officer and seized his car, and then entered the house of another police officer.
