The development of culture in the Russian regions can stop the outflow of population from small towns to megacities, the Chairman of the Federation Council Committee for science, education and culture, Sergei Rybakov.

In his opinion, culture is the main advantage of small towns. He noted that development of their territory with modern facilities does not cause people interest as high-rise buildings and comfortable offices in the major cities.

«Small town, interesting mainly for its historical and cultural heritage, the Patriarchal, the connection of culture and nature. This is something that might even attract a new population, not to mention the fact, to leave the old,» said the Fishermen at the meeting of the third Cultural forum of Russian regions in Public chamber.

He said that modern communications allow the inhabitants of the remoter settlements to work remotely, but in most Russian regions does not have the necessary infrastructure.
