Russian President Vladimir Putin on Wednesday will hold a meeting with members of the government, which will discuss the main parameters of the Federal budget for the next three years, as well as the implementation of complex of measures on prevention and liquidation of consequences of emergency situations, told journalists the press-Secretary of the head of state, Dmitry Peskov.

The draft budget as amended

The government of the Russian Federation in the beginning of last week approved a draft budget for 2018 to 2020, the main areas of expenditure which are traditionally social services, security and support of economy. However, at the end of the week, it was decided to introduce a number of amendments to the document.

Budget spending in 2018 would amount 16,515 trillion rubles in 2019 and 2020 — 16,415 trillion rubles and equal to 17.24 trillion rubles, respectively. Income can be 15,182 trillion rubles in 2018, 15,548 trillion in 2019 and 16,28 trillion in 2020.

Thus, the Russian budget deficit next year will amount to 1,332 trillion in 2019 — 867 billion, and in 2020 — 960 billion rubles. The percentage of GDP it will be of 1.37%, from 0.84% and 0.87%, respectively.

The main source of deficit financing will be borrowings on the domestic market. In addition, in the next three years the Ministry of Finance plans the state external borrowing through the issuance of securities in the equivalent of 7 billion dollars annually.

It is expected that 2018 will be the last year when the government will Finance the budget deficit from the Fund. This year from him in these purposes, as well as to co-Finance voluntary pension savings will be directed 1,114 trillion rubles. Further, the expected spending from the Fund only for retirement savings — 4.5 billion rubles in 2019 and 3.8 billion in 2020.

At the end of last week, Prime Minister Dmitry Medvedev said that he intends to appeal to Putin, in order to prevent the reduction of state financing of agriculture in 2018, and hopes to enlist his support in this matter. He noted that funding for agriculture should remain a protected string in the Russian budget.

Earlier in the meeting, the Prime Minister said that in the current year is budgeted for implementation of the state program of development of agriculture 242 billion rubles, which is even 8% higher than last year. Meanwhile, the Ministry of Finance prepared the draft Federal budget for 2018 included a provision on this programme is only 222 billion rubles.

On the same day, Putin himself declared starting from 1 January 2018 restructuring program regions of accumulated credits from the Federal budget. According to him, the minimum period of restructuring will be seven years, and regions that in 2018-2019 will show the increase in the tax base is not lower inflation, can count on a longer period — 12 years.
