The Federal Antimonopoly service (FAS) positively relates to the transaction between «Yandex» and Uber for the unification of taxi services in Russia and neighboring countries, in principle it is approved, said the head of FAS Igor Artemyev.

In mid-July, «Yandex» and Uber have agreed to unite in one company your online taxi services in Russia, Azerbaijan, Armenia, Belarus, Georgia and Kazakhstan. According to the deal, Uber and «Yandex» will invest in a new company 225 million and $ 100 million respectively. Created company hand estimated at 3,725 billion dollars. After closing the transaction, 59.3% of the company will belong to «Yandex», 36,6% — Uber, and 4.1% of employees. The closing of the transaction expected in the fourth quarter of 2017. The company earlier FAS filed a petition for merger in the Russian Federation.

«We look at shares, they are not annoying as a dozen companies working in Russia in this market. And if there is a regulation, it will deal with some of the features of market transparency, disclosure may questions safety of consumers. But this deal we also have a positive attitude, we can say that in principle it is approved, but in what form, you need to look at,» Artemyev said in an interview to the newspaper «Kommersant».

According to him, the growth of prices as a result of the merger will be avoided.

«If we determine that there is a threat of competition, we will issue the order and then they will have to implement it. Thus we will avoid price increases. If, despite our order, the price increase will occur, we simply write out a fine. But most likely, if the market is competitive, does not need neither the first nor the second. Because the competitors in this event will benefit», — said the head of FAS.

Answering the question whether in the case of «Yandex» and Uber to occur in indirect manipulation of the price — for example, by increasing the peak time and increased cost of services, Artemyev said: «This is called «unfair competition», article 14 provides for separate punishment. We learn — we’re investigating, will punish for it. This, incidentally, does not depend on share. You can have 1%, but if you are engaged in unfair competition, for it is a penalty».
