Last September 10, the election of governors showed that the municipal filter is not an obstacle for the registration of weak candidates, the Committee of civil initiatives (THD) Alexei Kudrin.

Elections of different level have passed in Russia in the uniform voting day on September 10 in 82 of the 85 regions in 16 subjects chose the governors, six members of the legislative Assembly. On Thursday, the OIG submitted a report on the results of the election campaign-2017, experts analyzed, including the results of the losing candidates in the gubernatorial election.

«Of the 56, only 11 received more than 10%, and another 18 between 5 and 10%. From 3 to 5% were 12 candidates, 2 to 3% to 6 candidates and 9 candidates received less than 2%. Thus, we again state that the municipal filter is not an obstacle for the registration of weak candidates,» the report said.

In OIG also drew attention to the fact that the current elections in the Novgorod region were registered and ranked second with 16.2 percent of votes, the candidate from the Communist party Olga Efimova, who failed to overcome the municipal filter in the same 2012 election.

«We believe that many other candidates did not pass the municipal filter (including the elections of 2017), could show an equally good result,» — said the expert.

The report noted that the same election in Novgorod Governor candidate from the «Patriots of Russia» Nikolay Zaharov has received this year, only 1.7% of the vote, and in 2012 its result in the absence of candidates from the Communist party and «Fair Russia» amounted to 10.6%.

«This fact suggests that the relatively high results of many other candidates also due to the lack of more powerful competitors,» — believe in the OIG.
