Supported by Russian President Vladimir Putin won the elections in September the new heads of regions has shown the ability to solve non-systemic local issues that fall into the «green folder» in the future, this may be one of the criteria for evaluating the performance of governors, says the report of the Expert Institute of social studies (AISI) and the research center «dissenting opinion».

A few months before the election, Putin was elected the new format of the meeting with the heads of regions, which he not only heard reports of governors on the current socio-economic situation, but also accept their «green folder», which contained complaints and comments from residents received by the head of state during the traditional «straight line». On the eve of elections Putin has managed to hold meetings with almost all the candidates for Governor. In the course of these conversations he asked the supervisors to deal with problems of converting people. The most common of these concerned areas of health, education, housing, receiving various types of social assistance, employment. In addition, people complained about the delay of salaries and problems with the provision of medicines.

«The new format of communication with the heads of regions became the omen of the return of the President from a predominantly international agenda to issues on the ground. And in campaign to the Governor, «the green folder» has become a litmus test, clearly demonstrated the ability of candidates from the ruling party in a short time to solve the key problems,» say the authors of the report.

They believe that the «green folder» of the President can reasonably be considered a new format of work with the heads of regions, wider than just the immediate pre-election tool.

«It is possible that the materials «green folders» in the future will be one of the criteria for the assessment of the current activities of the governors and the rationale for decisions on nominees of heads in the future,» the report said.

According to researchers, the basis for this assumption may be the fact that the «green folder» was involved in meetings with heads of regions not covered by the pre-election campaigns, for example, the Governor of St. Petersburg Georgy Poltavchenko, the Governor of the Amur region Alexander Kozlov, Governor of the Primorye territory Vladimir Miklushevsky, and others.
