Ex-presidential envoy to the NCFD Sergey Melikov, can take the place of the head of Dagestan Ramazan Abdulatipov, who announced his intention to resign; political update occurs on the eve of the presidential election in March 2018, told RIA Novosti co-Chairman of the Russian Congress of peoples of the Caucasus, senior researcher, Institute of Oriental studies, Ruslan Kurbanov.

Wednesday Abdulatipov announced that he was going to resign. As the main reasons for his resignation he called age.

General successor

According to the expert, to replace Abdulatipov considered several candidates, but the main candidate is the former presidential envoy to the NCFD Sergey Melikov.

«Called such names as Sergey Melikov, the former presidential envoy in the North Caucasus. I understand that he comes first in the list, because the logic of the Kremlin to offer chapters in the troubled republics of the North Caucasus is necessary security forces. This is General Yunus-Bek Yevkurov in Ingushetia, General Yuri Kokov in Kabardino-Balkaria, it is after all the General Ramzan Kadyrov. Plus, Melikov himself an ethnic Dagestani,» — said Kurbanov.

According to him, by the same logic experts considered the figure of interior Minister of Dagestan Abdurashid Magomedov, who is also the General. As suggested by Kurbanov, if the going rate in the civil and economic factors, the post of the head of Dagestan can take Deputy Prime Minister Alexander Khloponin.

«We also discuss the possibility of returning to Dagestan Magomedsalam Magomedov, who was head of the Republic Ramazan abdulatipova, but, in my opinion, this is a weak version,» concluded Kurbanov.

The main achievement

According to the analyst, the most important achievement Ramazan Abdulatipov – «it security for the Federal center for political justification and political cover to defeat the strongest of the major clans in Dagestan.

«Dagestan, unlike other republics of the North Caucasus, consists of a huge number of political centers of power, when every nation had its own political leaders, many of whom have become regional barons, who ruled in their own territory. He (Abdulatipov) provided the political alignment of the vertical logic, which asked Vladimir Putin with the Federal government. In Dagestan, this vertical has not been many years because she crushed these political heavyweights, each of which almost all power was assumed» — said Kurbanov.

«What concerns the failures Ramazan Abdulatipov, it is clear that the weakest point of the Caucasian republics – economy and social structure that are in poor condition. The weak point of Ramazan Abdulatipov is a high level of conflict with national and regional communities. Providing political cover for the elimination of heavyweights with Dagestan arena, he was not able to build dialogue and interaction with civil and political activists in different districts of Dagestan,» — said the expert.

In his opinion, another factor that contributed to the resignation of abdulatipova is dishonest elections.

«Ramazan Abdulatipov was not able to provide a system of clean elections, Republican and Federal level on the territory of the Republic of Dagestan. The scandals that have accompanied elections in the state Duma last year, has come to the Federal center. The Republic was forced to bring the head of the Central election Commission Ella Pamfilova to investigate complaints, lawsuits, claims,» — said Kurbanov.

He explained that all of these scandals that have rocked Dagestan, do not paint the leadership of the Republic.

«Of course, all this social negativity, this social stress, political and social protest that have accumulated, the longer the speakers stayed in power, the longer they beat on the Federal center. That is, the people of Dagestan began to speak: «If Moscow does not remove it, since Moscow does not hear us, then, is interested in maintaining instability in Dagestan». It is therefore critically important for Moscow to give vent to the tension to let off steam and refresh the blood in the Dagestani political elite,» — said Kurbanov.

The expert noted that the time for resignation of the head of the region was very well chosen, as to the election of the President is about six months.

«During this period, the Dagestanis have time to forget the negative in relation to Ramazan Abdulatipov will replace him thanks to Moscow for what their protest was heard. And the new head of the Republic has time to enter a course of Affairs, problems and to take control into their own hands to ensure the smooth conduct of presidential elections in March 2018,» — said the analyst.
