Russia signed the anti-terrorism Convention

The Russian side, despite the announcement of the suspension of payment of part of the contribution to the budget of the Council of Europe, ratified the COE Convention on laundering, search, seizure and confiscation of the proceeds from crime and on the financing of terrorism, told RIA Novosti press-service of the Council.

Russia from 2016 sends the documents for accreditation of its delegation to the PACE after 2014 and 2015 the Russian Parliament was deprived of voting rights at the sessions and opportunities to participate in the work of the statutory bodies of the Assembly because of the position on the Crimea.

At the end of June this year, Russian foreign Minister Sergei Lavrov informed the Secretary General of the Council of Europe thorbjørn Jagland on the decision of the Russian side — one of the major contributors to suspend the payment of the contribution to the budget of the CE in 2017 to restore the full powers of the national delegation to PACE. At the same time Moscow has said it will continue its commitments earlier Council of Europe conventions.

According to the interlocutor of the Agency, on the eve of «permanent representative of Russia to the Council of Europe Ivan Saltanovsky forwarded the instrument of ratification (of the Convention) Secretary General of the Council of Europe Thorbjørn Jagland «. Thus, Russia became the 32nd member of the Council of Europe that have ratified the Convention, which will enter into force in the Russian Federation 1 January 2018.

As explained by RIA Novosti in the Council, «the Convention is the first international Treaty covering both the prevention and control of money laundering and financing of terrorism». «The document stipulates that quick access to financial information or information about criminal organizations, including terrorist groups, is a fundamental condition for the effective prevention and punishment, and, in the end, in order to stop their activities,» — said the Agency interlocutor. «The Convention also includes a mechanism to ensure the proper implementation by parties of its provisions,» he added.

Ratification of the Convention is an updated and extended version of the 1990 Convention; a new document takes into account the fact that terrorism can be financed not only through money laundering from criminal activities, but also through legitimate activities.
