Analysts do not rule out a new Governor’s resignation before the presidential election

Interviewed by RIA Novosti political analysts believe that the resignation of governors will continue as before the presidential elections and after them.

Russian President Vladimir Putin on Thursday, speaking at the plenary session of the Valdai club, said that turnover in the gubernatorial corps will continue. The purpose of rotation, according to the President, is to create a new the governors of the young promising people who think about the future of the region and all over Russia.

The resignation will be before the election

Head of the Center for economic and political reforms Nikolay Mironov believes that the new resignations expect, including before the presidential elections in March 2018.

«One of the reasons (rotation – ed.) is a future presidential campaign, because during its implementation the region needs to be order and control, the population should be pretty of its power, not complain,» — said Mironov.

He believes that retirements will continue after March next year.

«They will continue because the holding of elections is not the only purpose of these resignations. Moreover, I think that after the presidential election when the President will need to form a new government, at the same time, of course, will be rotated among the governors», — said Mironov.

Political scientist, Director of the Center for political conjuncture Sergei Mikheyev says that a new resignations should wait until March, as the rotation is directly related to the presidential election.

«Remove those governors who, in the opinion of the Kremlin, or not sufficient, or not sufficiently popular. Or, say, in a particular region there is some need for change of the Governor. I think it has to do directly with electoral agenda, so before the elections, the resignation will still be, and probably is not one. Will they be after the election? Probably, after the elections,» — said Mikheyev.

Depakene solutions

According to Mironov, following the resignation would rather be single, not batch solutions, as it was previously.

«Packets have to wait, I don’t think so. Rather, the resignation will be targeted, with no ordered rhythm. Decisions will be made when they are ripe, when they built relationships with the elite of the region will be achieved all the agreements settled all the difficulties and chosen the right candidate, including a candidate (for Governor – ed.) who also occupy any position,» he said.

Don’t «green up» and increase manageability

According to Mikheev, those who in the future will be appointed in place of the acting governors are not charismatic young technocrats.

«I don’t think fetish is the task to send to all regions of the young men in fashionable suits. The main goal still is not to rejuvenate, and to achieve effective management. And one of them then it will be efficient or inefficient — only time will tell,» — said Mikheyev, noting that the second goal is to demonstrate to the public that the turnover of staff exists.

The analyst notes that the youth is not always necessary for the quality Manager: «this is sometimes useful, sometimes harmful, because it means a lack of experience.» He also reminded that not all regions that have undergone rotation, was sent to the young technocrats.
