The two-day summit of the Association of Southeast Asian Nations (ASEAN) and related events, including the East Asia summit ended late at night in Manila press conference of the President of the Philippines Rodrigo Duterte, who in his flamboyant manner summed up the results of the summit.

Activities in the framework of the 31st ASEAN summit formally began on November 10, and the main summits held on 13-14 November. In the summit, besides the leaders of «tens» of ASEAN countries, attended by the President of the United States Donald trump, the Chairman of the government of the Russian Federation Dmitry Medvedev, Premier of the state Council of China Li Keqiang, Prime Minister of Japan Shinzo Abe, Prime Minister of Canada Justin Trudeau, Prime Minister of India Narendra modi and other leaders of the countries-partners in dialogue.

After the summit, the Philippines was solemnly handed over to Singapore’s chairmanship of ASEAN, which will enter into force on 1 January 2018. In addition, it became known that the Deputy Minister of foreign Affairs and trade of Brunei lim Jock Hoi (Lim Jock Hoi) will be the next Secretary-General of ASEAN. The new Secretary General of ASEAN will be assuming his post in January next year. The Secretary-General of ASEAN is appointed on the summit of the organization, his term of office is five years.

East Asia summit (EAS) established in 2005 as a forum for dialogue of leaders of the Asia-Pacific region (APR) on a wide range of strategic, political and economic issues of common interest. Meetings in this format are held annually, usually along with the ASEAN summit.

Now the participants are from 18 countries: ten ASEAN and its dialogue partners (Russia, Australia, India, China, Republic of Korea, New Zealand, USA and Japan). Active attempts to connect to this Union take the European Union and Canada.

The results of the summit

One of the main results of the summit, the leaders of ASEAN believe the signing of the agreement on the protection of the rights of migrant workers, which is important for the Association.

The document provides for the fair treatment of migrant workers regardless of their gender and nationality, the right to visits by family members, protection from violence, including sexual violence in the workplace, as well as the prohibition to confiscate passports. Like all of the ASEAN agreement, the document is not binding and its implementation will depend on the national legislation of each country of the Association. According to the Minister of labour of the Philippines, this agreement will help to improve the situation of migrant workers in the region, including more than 200 thousand Filipino workers who work mainly in Singapore and Malaysia.

Another important result, which everyone was waiting, began the announcement of the agreement between ASEAN and China about the official start of negotiations on the Code of conduct in the South China sea.

China and ASEAN countries in 2012, signed a Declaration on international politics in the South China sea, which envisages the creation of a common Code of conduct for all involved States. In August of this year during the meeting of foreign Ministers of ASEAN and China endorsed a framework the draft common Code of conduct in the South China sea.

Premier of China Li Keqiang, who took part in the summit, expressed hope that the Code will be a stabilizing factor for the tense situation in the region.

The press Secretary of the Ministry of foreign Affairs of the Philippines Robespierre Bolivar earlier reported that negotiations are likely to begin in 2018. The President of the Philippines Rodrigo Duterte in turn, said that China agreed that access to sea lanes and the airspace over the South China sea should be free and unimpeded.

Duterte also said that no country can afford to wage war because of a dispute over the South China sea and that the Philippines has chosen the path of friendly relations with China.

Security issues

Security issues were traditionally discussed on the sidelines of the East Asia summit.

The US President Donald trump, who earlier said he will extend his stay in the Philippines to participate in this forum, and not wait for it to start and left Manila by sending, instead of himself, the Secretary of state’s Rex Tillerson. The reason for this was that the meetings at the summit was far behind schedule.

The President Duterte reported that half of the time of the meetings was devoted to a discussion of the problem of terrorism. According to the Philippine President, the leaders of ASEAN and dialogue partners, including China and the United States agreed to work together to combat terrorist groups.

«We agreed to work closely. We discussed this during closed meetings. We have agreed on many issues concerning the efforts of the defense of our country, but unfortunately, I can’t talk about it publicly,» — said at a press conference Duterte.

Will duterte also said that the leaders of all countries expressed concern about nuclear tests of the DPRK.

The President of the Philippines during a meeting with Prime Minister Shinzo Abe expressed his support for Tokyo against Pyongyang.

«We should force the DPRK to change its position, increasing the pressure to the maximum by all possible means,» said Abe.

Duterte in turn, said that Kim Jong-UN must realize that he will be responsible if nuclear activities of Pyongyang will lead to a global catastrophe. He also said that ASEAN will have to make efforts for the DPRK to abandon its nuclear ambitions.

Human rights and the fight Duterte drug

Elected in may 2016 for the presidency Duterte made for a full fight with addicted people and those who are distributing drugs. According to police, since coming to power Duterte in the country were killed about 2.4 thousand people related to drug trafficking, as well as in the investigation of crimes in this area. The world community has repeatedly condemned the methods of combating drug trafficking in the country.

In response, Duterte during a press conference said that during his campaign against drugs, he is responsible only to the Filipino people, and will never allow foreigners to interrogate themselves with regard to human rights violations.

In addition, Duterte promised to «kill anyone» who will destroy the country with drugs.
