In the state Duma suggest to make the SIM card the full identity of the individual citizen, reported in a Wednesday newspaper «Izvestia» with reference to the Chairman of the Committee on financial market Anatoly Aksakov.

According to the newspaper, changes are proposed in one or more of the existing laws: «On communication», «On banks and banking activity», «On counteraction to legalization and laundering of income obtained by criminal means and financing of terrorism».

«The number of SIM cards sold to one person, will not limit — each fully ID. Will also prohibit the transfer of the acquired SIM-card to third parties. For a child of any age parents will be able to issue a SIM card — similar to a passport», — writes the edition.

To run the project you will need to create a special register SIM cards and strictly follow it to avoid fraud, say «news».

«Now the control over the sold SIM cards are quite weak, and in the case of tightening a SIM card can become a full-fledged identity of the individual. In this case, you don’t have to carry the main document identifying the person. By SIM card later, you can issue the credit», — leads edition of the words of Aksakov.

In MTS, «Izvestia» said that the SIM card with the phone number is a reliable tool in the identification of individuals for remote access to financial and public services.

«A SIM card with an electronic signature will give the existing subscribers of legal significance, which will significantly expand the range of these services», — noted in press service.

According to representatives of «Megaphone», «the use of mobile ID in the form of phone number or SIM card — it is a logical step.» In the «Beeline» said that «the initiative needed to be fully addressed, especially from the point of view of IT security».

The Central Bank on the request of «Izvestia» is not answered, and the financial monitoring Committee the idea is not supported.

«The IDs are issued by government agencies that have the authority and access to relevant information systems, allowing to exclude the possibility of false identification», — quotes words of the representative of Rosfinmonitoring newspaper.
