The state Duma rejected in the first reading the bill on state regulation of prices for food products, which limits markups on them.

The document, introduced by deputies from the Communist party, gives the government the authority to establish the limiting sizes of trading extra charges on certain types of food products and limits the proportion of certain types of imported agricultural products and foodstuffs that are valid in the range of goods sold.

While regional governments are empowered to establish the list of certain types of food, which set limit values of trade margins. And with the local context, this list can only be expanded in comparison with the established government of the Russian Federation. However, the level of limit values, trade margins established at the regional level may not exceed the established by the Cabinet.

Against the bill were made by the Duma Committee on economic policy and the government of the Russian Federation. The Committee noted that the introduction of state regulation of prices for food products in Russia is not complying with in the framework of the EAEU international agreements in part of a coordinated, harmonized and single policy in the sectors of the economy and contradicts the legislation of the Russian Federation.

The Committee also considers unacceptable the establishment in the regions of distinct lists of goods and margins on them because this effectively means the introduction of regional pricing, in violation of article 8 of the Constitution (in the Russian Federation guarantees unity of economic space).

The government of the Russian Federation believes that the state regulation of prices for foodstuffs can only be regarded as an extreme temporary measure impact on the market with the aim of achieving major social goals, as foreseen by the law on trade. The pursuit of continuously monitoring the level of prices for products in a market economy can lead to higher prices for other goods due to the transport networks incurred costs. In the end, this may lead to shortages of foodstuffs, subject to state regulation of prices.
