The need for changes in the 44-th Federal law on public procurement in order to take into account the specifics of cultural institutions do exist, told reporters on Saturday, Deputy Minister of culture Alexander Zhuravsky.

On Friday in the framework of the Cultural forum, which takes place in St. Petersburg at a meeting with cultural figures, Russian President Vladimir Putin called for changing the system of tenders for cultural institutions and stressed that the contests that relate to creativity, irrelevant. He explained that the holding of open competitions for the purchase of goods and services for cultural institutions and art necessarily only if they relate to household needs.

«We are talking about the 44th Federal law is not adapted to the specifics of procurement of goods and services,» — said Zhuravskii.

He noted that this problem has already been discussed in the State Duma at the meeting of the culture Committee, which was attended by Director of cultural institutions.

«It’s no secret that 44-th Federal law does not address the specifics of the creative process. When the preparation of the tender documentation, there is prescribed for all stages of activities and changes in the timing, for example, or list of works. The changes it considered significant. However, the creative process is a postponement of performance or changes in the number and composition of participants, change of scenery, to resolve the strict regulations of this law impossible,» — said the Deputy Minister.
