The Ministry to combat the «telephone terrorists» working with the operators of constraints in terms of IP telephony, however, recognizes that these measures will not completely eradicate this phenomenon, said the head of the Ministry Nikolai Nikiforov on the sidelines of the Youth forum in the state Duma.

A wave of telephone terrorism began in Russia on September 11. In the two months since the beginning of mass calls about the alleged bombs in 186 cities across the country was evacuated more than 2.3 million people, including more than a quarter of a million people in Moscow. In any case, the bomb threat was not confirmed. According to the Moscow Department of the FSB, a wave of anonymous calls covered 75 of the 85 regions of Russia. About 600 of these messages was in Moscow, nearly 100 in the Moscow region. According to the FSB, in Moscow alone, the damage from «mining» amounted to 150 million rubles.

«If the telephone terrorists could in advance identify and block, they would worldwide have long blocked. It’s just impossible, it’s just originating calls, it is impossible to determine in advance that this chain is calling the terrorist», — said Nikiforov.

«We (operators — ed.) was about something else — about certain limitations associated with these calls that go through the chain operators, chain systems, IP telephony, replace the real phone number. It’s possible the legislation may be quite some departmental orders. Now we are working on these issues,» — said the Minister.

However, he added that it is not necessary to impose on these measures are high expectations: «It will not solve the issue of telephone terrorists — the issue is not the phones, but the people».
