In motion «the Voice» fear that the right of public chambers to send observers to the presidential elections will be the only decoration of public supervision. The CEC, in turn, assured that together with the OP will try to do everything possible to prevent campaigning and bureaucratic approach to the process.

On Wednesday the state Duma adopted in the first reading a bill that allows the Public chamber of the Russian Federation and regional public chambers to send their observers to election commissions during elections of the President. During the conference, on Tuesday, the CEC and the OP signed a cooperation agreement, which involves including the organization of public control over the observance of electoral rights and the training of members of election commissions and observers.

Co-chair of the movement ‘Golos’ Andrei Buzin during the conference, recalled that in 2005 the rule on the appointment of observers from public associations were abolished, now is the right return only the public chambers. «And, I’m not against this, of course, but it (rule of law) will be again such a backdrop, if the public chamber will not give direction to everyone, and to do this they will not be» — he believes.

Thus the expert considers as absurd the idea of creating and learning observation organizations by the state: according to him, public surveillance, «as party can only grow from below». «Public supervision, which has grown on top of us, and such organizations, we know quite a lot, is, in General, is absurd, to public observation, it has enough little», — said the representative of «Voice.»

In his opinion, a large number of such organizations is good from the point of view of competition. «But I honestly do not appreciate the high quality of the observations conducted by such organizations, including the public chamber, public… houses, unfortunately, little success, from my point, in public surveillance. Those reports that they do leave much to be desired,» said Buzin.

Legislation on public surveillance, he said, should have been «more radical». «To be able to still set not only observers and members of commissions with deliberative vote, and not only the public chambers», — said the expert.

As reported in an interview with reporters, the head of the CEC of Russia, Ella Pamfilova, the Agency and OP will try to do everything to the appointment of observers was not formal. «We’ll see. We, at least, joint efforts will try to do all this campaigning that it was not bureaucratic in some process, formal,» she said in response to a request to assess the interaction of the Department with the Public chamber and the effectiveness of their dialogue.

Regular elections of the President of Russia will be held in March 2018, the campaign is supposed to start in December 2017.
