The state Duma adopted in the first reading a bill on the registration of candidates nominated by political parties in constituencies.

The legislative initiative was submitted to the lower house of the Parliament by the government in September. The bill is aimed at the execution of the decision of the constitutional Court of the Russian Federation from April 13, 2017, which is part 2 of the article 40 and the part 10 of article 42 of the Federal law «On elections of deputies of the State Duma of the Federal Assembly of the Russian Federation» is recognized as not corresponding to the Constitution of the Russian Federation.

As noted in the explanatory note it is proposed to amend part 10 of article 42 of the Federal law «On elections of deputies of the State Duma of the Federal Assembly of the Russian Federation» change, finding that in the case of a nomination by a political party in single-mandate constituency more than two candidates, the Central election Commission of the Russian Federation excludes all candidates nominated in this constituency, from a list of candidates in constituencies up to his assurances.

Earlier, the constitutional court ruled that part 2 of article 40 and the part 10 of article 42 of the law on elections of deputies of the state Duma of the Constitution. The appropriate primary law recognized the rule allows for the CEC to refuse to certify the entire list of candidates in single-mandate candidates of the party, if the party violated the rule of «one district — one candidate» and made several people in the area. The COP pointed out that legislators need to make a change, providing a differentiated approach to the degree of influence of such violation on the fate of the entire list of candidates. In the decision, the COP also stated that the recognition of norms unconstitutional does not affect the results of elections to the state Duma of the seventh convocation, held last year, and can not serve as a basis for their revision.
