Replacement of identification residents of the Russian Federation with the help of the passport to control their biometric data should be voluntary, not mandatory, said RIA Novosti Chairman of the Duma Committee on financial market Anatoly Aksakov.

The founder and CEO of the company-developer of software for facial recognition Systems Alexander Khanin earlier in an interview with RIA Novosti said that Russian passports can be replaced by control of biometric data in 15-20 years. The combination of face recognition and the iris of the eye allows to ensure a high completeness and accuracy of identification of a person, which makes it possible biometric identification without the usual paper documents, he explained, noting the need to adopt relevant laws and regulations.

«It’s all real, but not universal, that is, it should be a right of citizens, not their responsibility. Because those people who do not want this, for example, on religious grounds, they should have the right to use the normal method of identification, i.e. passport,» — said Aksakov, commenting on this statement.

«Maybe in the bill, which now goes for remote authentication based on biometrics, there is something put» — suggested the MP. This bill was passed by the state Duma in the first reading on September 27. It lets you use biometric data to identify potential customers of credit institutions.

The document was developed in order to ensure legal regulation of the use of the interactive mechanism of remote authentication and identification of the client of the credit organization — the physical person using his biometric personal data and details contained in the unified system of identification and authentication.

This mechanism should allow banks to open accounts and deposits of citizens without their personal presence and using the Internet. The Bank of Russia will have the right to set the list of credit institutions which are unable to open accounts (deposits) during the identification of the personal presence.
