The head of Committee of civil initiatives, Chairman of the Board of the Center for strategic research (CSR) Alexei Kudrin in the framework of all-Russian civil forum on Saturday answered questions about his participation in the presidential election in 2018 and gave the forecast for GDP growth for the current year.

Presidential ambitions

The head of the Board said it has no plans to participate in presidential elections of Russia which will take place in 2018.

«No, friends, I am now in a different role, I propose that to the President… I do not expect», — said Kudrin, answering this question.

Along with this, he denied media reports about his participation in the «informal campaign headquarters» of Russian President Vladimir Putin.

Answering the question about possible participation in the election of opposition leader Alexei Navalny, former Finance Minister stressed that Navalny may run in compliance with the legally established procedures.

Opposition leader Alexei Navalny has previously announced plans to run for President in 2018. The head of the CEC of Russia Ella Pamfilova had repeatedly stated that the Bulk of outstanding convictions may not run for presidential elections in 2018 and will be able to think about participation in the presidential campaign only after 2028.

Economy

Traditional communication of the former head of the Ministry of Finance with journalists have become economic issues.

Kudrin gave a forecast of the state of the Russian economy: he believes that Russia’s GDP growth in 2017 will not exceed 1.8%. «No, my prediction for this year from 1.5% to 1.8%. The above will not work», — said Kudrin on the question of whether he agrees with the assessment of the Ministry of economic development for GDP growth for the current year.

The head of the Board also announced that it has presented to Russian President Vladimir Putin proposals on the budget and tax policy, and the need to increase spending on education, health and infrastructure. According to the former Minister, the President instructed the government to study the proposals of the CSR in the preparation of the strategy for socio-economic development of Russia for the period up to 2024.

«He instructed the government to study my proposals and to report to him quickly, in a short time», — said Kudrin.

In an interview with reporters, the former Minister spoke about the prospect of the introduction of the ideas of «green economy» in Russia. In his opinion, such a transition will occur late due to the adequacy of hydrocarbon energy.

«Green economy is the inevitable future, and the world will quickly switch to these more sustainable, including renewable, energy sources. In Russia will be a little late this is happening because of the abundance and sufficiency in hydrocarbon energy,» Kudrin said.

Ecology

Kudrin noted that environmental requirements are to be obtained quite seriously and the CSR there are proposals to strengthen environmental security. «It is an element of modern quality of life, so here is the progress on tightening environmental regulations and the transition to more environmentally friendly types of energy will happen quickly enough, just the escalation of these things in the next six or seven years», — told ex-the Minister of Finance.

In his opinion, Russia needs to «hurry» to create a sustainable and environmentally friendly technologies.

Answering questions of journalists, he also promised to deal with the subject of responsible treatment of animals, which meets the demand of civil society. «Unfortunately, I do not know, do not work with this law, but I will now,» — said Kudrin on the issue when it passed the law about responsible treatment of animals.

Earlier, the state Duma adopted in the first reading a bill toughening criminal punishment for cruelty to animals up to five years of imprisonment. The document was introduced by the group of deputies from «United Russia» and «Fair Russia».
