The participants of the all-Russian civil forum of the Committee of civil initiatives will be offered to create the government of the Russian national Committee for waste management.

The forum’s experts came to the conclusion that Russia started the reform of waste management «is very slow with the attendant conflicts of laws and flaws» and «does not yet have economically and environmentally important results.»

Among the advantages of the reform of the civil society representatives noted, for example, the revival of investment climate, creation of a competitive environment, the political attention to the problem of waste management, the tightening of sanctions for violations in this sphere. Among its disadvantages is they took the complexity and contradictions of the new legislation, laying full responsibility to the regions, the increase in the number of unauthorized dumps, the growth of corruption in waste management, the risk of formation in the regions of criminal groups with the participation of decision makers in this area.

The forum participants recommend to enhance the role and status of the interdepartmental Commission on the reform of waste management under the government, and «to consider the establishment of a National state Committee on waste management in the government of Russia», stated in the materials forum, which is available to RIA Novosti.

Experts believe that in the event of rejection of this idea should, at least, «to secure for the Ministry of natural resources, all functions and powers in terms of waste production and consumption, including MSW (municipal solid waste)».

In their opinion, should also suggest to the governors to develop and implement the activities of regional state committees or agencies for waste management. In addition, the forum participants propose several legislative changes, including recommended «to amend the Federal law the principle of the separation of the flows of municipal and industrial hazardous waste».

The state Duma is offered, including, to amend the law «On wastes of production and consumption». According to experts, it should provide a provision stating that local governments «organize measures to reduce the dumping of biodegradable waste, including their recycling, composting, biogas production and use in the production of products or energy.»

Local authorities, experts recommend to consider options for the introduction of separate collection of MSW, businesses — maximum involvement of waste recycled, environmental organizations and citizens actively participate in public control over the detection and elimination of unauthorized dumps of waste.

The next civil forum, held annually by the Committee of civil initiatives former Finance Minister Alexei Kudrin, will be held in Moscow on Saturday, he will be the fifth in a row and this time will be dedicated to the theme «future of Russia». We will focus primarily on those changes that can be initiated and implemented by civil society.
