The Secretary-General of the Council of Europe on Russia may reflect changes in political attitudes in the West, said the head of Department of European security, Institute of Europe Dmitry Danilov.

On the eve Jagland told the Financial Times that Russia’s withdrawal from COE would be a negative step: the membership of the Russian Federation in the organization is important both for Russians and for Europe. He noted that this does not mean consent to «annexation» of the Crimea, but noted that the objectives of the organization – «to protect human rights in Russia and in the Crimea, or anywhere on a continent where people live.»

According to Danilova, the statement may indicate that the political mood in the West is changing and there is awareness of the need for dialogue.

«On the one hand, it is clear that the Council of Europe has essentially no capacity. On the other hand, it can be regarded as the principle of certain changes in political mood in the West, preparedness in principle to recognise the need for a political dialogue with the recognition of the de facto situation — that is, de facto, with the inclusion of Crimea and Sevastopol into the Russian Federation», — said Danilov for RIA Novosti.

According to him, the Council of Europe, in this case the mouth of the Secretary General, to send a signal to Western countries that this organization should be changes as it is the prerogative of national political elites and Euro-Atlantic organizations – NATO and the EU.

The expert noted that Russian participation in the Council of Europe is essential for this organization, not only for budgetary reasons but also due to the fact that Russia is making quite a serious contribution to the activities of the organization in many areas.

«I think that financial Foundation has always been important for decision-making», — said the expert, commenting on the recent statement of conclusions on Russia. However, according to him, in this case, the financial issue is unlikely to be a key because the stakes are much higher ordinary budget contributions.

«We are talking about how to develop the pan-European situation and, generally speaking, how big, how substantial the prospects of the Council of Europe in the case of the degradation of Russian involvement with this organization,» said Daniel.

Russia in 2016 is not sending the required for accreditation of their delegations documents to the Parliamentary Assembly of the Council of Europe (PACE), as in 2014-2015, the Russian Parliament was deprived of voting rights at the sessions and opportunities to participate in the work of the statutory bodies of the Assembly because of the position on the Crimea. Moscow has repeatedly made proposals to resolve the crisis, including an idea to consolidate the document avoidance of imposition of sanctions against the national delegations. While the Assembly no steps in this direction not taken.

At the end of June this year, Russian foreign Minister Sergei Lavrov informed the Secretary General of the Council of Europe on the Russian side — one of the major contributors to suspend the payment of the contribution to the budget of the CE in 2017 to restore the full powers of the national delegation to PACE. At the same time Moscow has said it will continue to fulfil its commitments made earlier conventions of the Council.

The Chairman of the Federation Council Committee on constitutional legislation and state construction Andrey Klishas, told RIA Novosti reported that the Russian side may 2018 do not submit a list of its delegation to the winter session of PACE, this is a necessary step, dictated by the policy of the Council of Europe.

Crimea became a Russian region after held there in March 2014 referendum in which 96.77% of voters of the Republic of Crimea and 95.6% of residents of Sevastopol voted for joining Russia. Crimean authorities held a referendum after a coup in Ukraine in February 2014. Ukraine still considers Crimea its but temporarily occupied territory. The Russian leadership has repeatedly stated that the inhabitants of Crimea democratically in full compliance with international law and the UN Charter voted for reunification with Russia. According to the Russian President, the question of Crimea «closed permanently».
