As reported by RIA Novosti source in the space industry, they are now available for use and represent space debris.

The current launch was the second in the history of the cosmodrome East. The first launch from the new Russian cosmodrome was held on 28 April last year and was successful. As told RIA Novosti source in the space industry, an emergency situation could occur in the upper stage «Fregat» between separation from the third stage rocket and the first time.

The Kremlin does not possess information about what happened and waiting for the report of the relevant departments in the first place, «Roscosmos».

According to expert opinion, the incident will not affect the next launch from the Baikonur East, which is scheduled for December, but the state of emergency with the satellites strike the image of Russia as a supplier of services for commercial launches.

As reported by Roskosmos, a result of the work of the carrier rocket «Soyuz-2.1 b» head unit in the composition of the upper stage «Fregat» and spacecraft «meteor-M» was launched into a given intermediate orbit.

As told RIA Novosti source in the space industry, an emergency situation could occur in the upper stage «Fregat» between separation from the third stage rocket and the first time. In this case, the head unit could fall into the ocean near Antarctica.

«Meteor-M» №2-1 — the third Sputnik space groups «meteor-3M», designed for emergency monitoring, climate monitoring and weather forecasting. In addition, these satellites can assess conditions for aviation. Using the apparatus could be obtained global and local image of the clouds at the Earth’s surface, ice and snow cover in different bands. Data that could get satellite, would allow to determine the temperature on the surface of the seas, the distribution of temperature and humidity in the Earth’s atmosphere and to assess the components of the radiation balance of the system «Earth-atmosphere».

Also in orbit was not delivered «Baumanets-2» — the device was developed by students of Moscow state technical University and was commissioned by the University to NPO Mashinostroyenia. According to information from open sources on Board the camera was installed for remote sensing with a resolution of 18 to 36 meters, small laser propulsion system with low energy consumption, designed for experimental testing, and computational equipment for experiments, including for testing electronic components of the circuitry on the radiation resistance.

From the East also failed to put into orbit satellites LEO Vantage — a constellation of small satellites, which was to begin in 2021, AISSat — series of the Norwegian satellite monitoring of the seas, IDEA — satellites analyses the state of air cover, used NASA and NOAA (oceanic and atmospheric administration), and SEAM — apparatus for the study of magnetic and electric fields of Earth’s magnetosphere created by a consortium of eight companies from Sweden, Germany, Ukraine, USA, Denmark, Hungary and Italy.

Space debris

As reported by RIA Novosti source in the space industry, «meteor-M»2-1, and 18 microsatellites will be available for use and represent space debris, the location of which will be revealed in the near future.

«All the satellites, both Russian and foreign, displayed on different orbit using the upper stage «Fregat» — can definitely be considered lost, regardless of whether they are in an unplanned orbit or fell into the ocean. Even if the first burn of the upper stage took place as scheduled, the height at which it occurred, is not enough to divesti apparatuses into the calculated orbit,» — said the Agency interlocutor.

«Therefore, from the point of view of the space debris is even worse if the satellites along with the «Frigate» remained in a low orbit to save them is impossible, and now it’s just space debris», he added.

The Kremlin is waiting for information

Press Secretary of the Russian President Dmitry Peskov said that the Kremlin expected a detailed information about the emergency situation during the launch from the East, yet one should not jump to conclusions.

In any case, we are waiting for information from the relevant departments in the first place, of course, from state Corporation «Roscosmos», — said Peskov told reporters in response to a question, reported to the President about the failed launch from the Vostochny cosmodrome and that follow any of these conclusions.

Academician of the Russian Academy of cosmonautics named after Tsiolkovsky Alexander Zheleznyakov believes that today’s failure will hurt the image of Russia as a supplier of services in the field of commercial space launches.

«I can’t say that it will drastically worsen the position of Russia (the market for commercial launches). But this situation hits to the image (countries) and adds to the advantages of our aerospace industry,» said Zheleznyakov.

The satellite is insured

Risks during launch and flight tests of the satellite «meteor-M» is insured by JSC «SOGAZ» and three Russian insurers to 2.6 billion rubles, told RIA Novosti press-service of «SOGAZ». «We will find out the circumstances of the situation, and if the information about the insured event disseminated by the media, is confirmed, we will perform all its obligations under the coinsurance agreement», — concluded the press service.

«We can confirm that «Ingosstrakh» participated in the insurance of the launch of the satellite «meteor-M», the company’s share is 35%. The final decision on pay will be taken after investigation of all circumstances of incident», — told Agency in the press-service of the company.
