Deputies of Tatarstan state Council did not support the proposal of the initiative group on carrying out in Republic of a referendum on the question of direct election of heads of municipalities as inconsistent with current law, reported the press service of the regional Parliament.

In early November, the Central election Commission of the Republic of Tatarstan received a request for registration of the initiative group of citizens for the referendum on the Republic’s territory. The initiative group proposed to submit to referendum a draft law on the election of Tatarstan, heads of municipalities and deputies of representative bodies of municipal districts on the basis of universal, equal and direct suffrage by secret ballot. The Central election Commission of the Republic after appropriate verification of the petition sent to the regional Parliament.

«At the meeting of the Council of state reviewed the petition of the initiative group on holding a referendum in Tatarstan on the issue of direct election of heads of municipalities. According to the parliamentarians, in the attached documents there is a mismatch of both Federal and Republican legislation», — stated in the message.

As noted by the head of the parliamentary faction of the Communist Hafiz Mirgalimov, despite the fact that the faction has always stood for direct election, with this formulation, however, can not agree. «Everything can be solved without a referendum,» he said.

Mirgalimov has informed that deputies have submitted to the state Council of Tatarstan the bill on amendments to the Republican law on local self-government according to which on the territory of Kazan, Naberezhnye Chelny, Almetyevsk and Nizhnekamsk districts it is proposed to introduce direct elections in other municipalities – at the discretion of the municipal authorities.

«The current scheme works productively for many years, we studied the world experience… the Proposal is not clearly formulated,» — said Deputy Chairman of state Council Rimma Ratnikova.

The state Council supported the proposal of the relevant Committee on the recognition of the issue proposed by the initiative group of the referendum not corresponding to the legislation.

Federal law stipulates that for referendum of the Russian Federation subject can be discussed only issues under the jurisdiction of the entity or in joint conducting the Federal centre and the regions, if these issues are not regulated by the Constitution of the Russian Federation, Federal law. At that time, the order of formation of bodies of local self-government and the order of election of heads of municipalities in the structure of local governments is regulated by the Federal law «On General principles of organization of local government in the Russian Federation».
