Prime Minister of Russia Dmitry Medvedev instructed the Ministry of transport, Ministry of economic development, the Federal Antimonopoly service (FAS) of the Russian Federation and the Russian Railways until April 15, 2018 to take measures to improve the functioning of the market of providing freight cars for loading, as well as to stimulate the functioning of the electronic trading platforms, according to the list of instructions published on the website of the Cabinet.

«The Ministry of transport, Ministry of economic development of Russia and the FAS Russia together with JSC «Russian Railways», the consumer Council on the activities of JSC «RZD», the self-regulating organization «Union of participants of the services market operators of railway rolling stock» in order to curb the rising cost of transport services to take concerted action to improve the functioning of the market of providing freight cars for loading, including to consider the possibility, terms and conditions for the establishment and functioning of the Park reserve», — stated in the message.

In addition, agencies have been instructed to take measures to stimulate the functioning of the electronic trading platforms, including the possibility of establishing a high tariff for empty run of freight cars, the contract for the provision of which is not in the context of such electronic trading platforms.

Medvedev also instructed the Federal Antimonopoly service, the Ministry of transport and Ministry of economic development to submit to the government of the Russian Federation before December 20 of the draft act of the government of the Russian Federation about establishment of long-term tariffs for cargo transportation by railway transport for the period 2019-2025 years, providing in particular, determination of the level of inflation minus 0.1 percentage points of annual growth of tariffs for services of transportation of goods and services of use of railway infrastructure of common use in the transport of goods from 2019 to 2025.

In addition, agencies should provide for the consolidation of long-term programme of technological development of Russian Railways key performance indicators of the company and responsibility for their achievement.

Russian Railways, the Federal Antimonopoly service and the Ministry of transport also recommended to continue the practice of providing long-term discounts for freight of up to 50% in accordance with the current regulatory framework, and the results shall be reported to the government before March 30, 2018.
