The proposal to merge the three extrabudgetary funds (HIF, FSS and the FIU) it is necessary to study in detail, to combine them would be very difficult, said the former Russian Finance Minister Alexei Kudrin.

Earlier, the head of the Russian audit chamber Tatyana Golikova said that it is necessary to combine the three state off-budget Fund, which are included in the social insurance system.

«I have not heard about these proposals. In this form, as you say, I have not heard», — Kudrin said reporters in response to a request to Express an opinion on the proposal of Tatiana Golikova to combine the three extra-budgetary funds (PFR, FSS and FOMS).

In Russia today there are three state extra-budgetary funds: the Fund of obligatory medical insurance (FOMS), the social insurance Fund (SIF), and the Pension Fund of the Russian Federation. The funds generated by insurance premiums, total stake which is 30% of payroll. The government is discussing the idea of a rate cut to 22% with a simultaneous increase in VAT to compensate for lost budget revenues.
