The leaders of the member countries of the European Union on Thursday and Friday will be collected on the last scheduled summit 2017 to launch the extension of economic sanctions against Russia and a new stage of negotiations on the UK’s exit from the European Union.

Serious differences in the EU started already in Hungary and Slovakia with the support of Poland challenged the decision on allocation of refugees in the EU Court. Their opponents were Belgium, Germany, Greece, Italy, Luxembourg, France and Sweden. Since positions closer together failed.

But differences arose not only between member countries but also between EU institutions. The European Commission in may 2016 proposed reform of the «Dublin system» and spread to other countries-EU members application for asylum, if they will be served too many in one country. It was proposed to define a quota for each country based on its population and GDP.
