Entrepreneurs propose to the chambers of the Federal Assembly to regulate in Russia lobbying to make the rules work in this field and to take taxes for lobbying activities. According to the authors of the initiative, this will help to eradicate corruption as a mechanism of decision-making.

According to the business community, it will allow you to use the successful experience and bring lobbying out of the shadows, removing it from corruption. A letter to the speakers of the Federation Council and the state Duma Valentina Matvienko and Vyacheslav Volodin sent representatives of the Association of entrepreneurs for development of business of patriotism «Avanti».

«I appeal to you as Chairman of the Federation Council with a request to consider amendments to certain legislative acts of the Russian Federation in order to create the regulatory framework necessary for the settlement of lobbying activities in Russia», — said, in particular, in the letter of the Association addressed to the speaker of the Federation Council, signed by the Chairman of the organization of Rahman Anacova.

Entrepreneurs say that today Russia is still in the process of changing the socio-economic system. The main driving force behind the growth of the shadow economy and its main mechanism acts corruption, which claims to be a strategic element in the interaction of state and society.

Shadow groups of influence

«So, according to the international non-governmental organization Transparency International, Russia is currently ranked 131 out of 176 in the ranking of countries in terms of corruption and is located on this level for over 12 years, which can not but cause concern. Thus, we can conclude that the current measures taken to address the issue, is not enough», — consider in Association.

According to the business community, the processes of interaction of representatives of public authorities and society require significant changes.

«We must radically restructure the system of social practices to «withdraw from the shadows» group influences and to ensure transparency in economic decision-making», — the document says.

So, according to expert estimates, large corporations now have teams of highly paid employees, whose main goal is to promote the interests of the company in public authorities.

«Obviously, lobbying in Russia is already well established as a sustainable social practice, however, due to the lack of legal mechanisms of its regulation, it increasingly adopts deviant, and sometimes perverse forms. The head of Federal Antimonopoly service Igor Artemyev has openly stated that in modern Russia there is a «cartelization» economy,» write entrepreneurs.

World practice

At the same time, there are a number of examples of foreign countries where lobbying has a clear legal basis and brings tangible benefits both to government and to society, writing entrepreneurs. So, in the United States lobbying the legislation was formed in 1876 and has been identified as a legitimate activity for promotion of various laws at both the Federal and local levels. Lobbyist in the United States — former or current politician who spends more than 20% of their time to advance the interests of a particular group pressure.

«Since the first bill regulating lobbying activities were improved, and currently in the United States was more than 12.5 thousand lobbyists. Also legislative securing of the lobbying activity exists in France and Germany», — says the Association.

In Russia the attitude to lobbying is ambiguous. Despite repeated attempts for the bill, there is still no clear understanding of the concept of «lobbying», principles, mechanisms and actors lobbying activities. Moreover, any legislative regulation of this activity is met with resistance «corrupt», which is advantageous to be in the shade, the letter says.

The rules of the game

«That is why we propose to legalize the lobbying in the legislature and to regulate lobbying activities. It is necessary to legislate the opportunity for the members of the Federation Council and State Duma deputies openly represent the interests of Russian commercial organizations and citizens of our country. It is important to note that lobbying of interests of foreign organizations and citizens will be banned, and its violation shall be punished by a criminal penalty,» write entrepreneurs.

Thus, businessmen propose to define lobbying as «the licensed activity on promotion of bills at different levels of government».

Parliamentarians who wish to obtain a license for such activities, it will be necessary, according to the authors of letters to disclose information about their income and pay their taxes. «Lobbyists will be required to speak openly about the bills that they promote, and will not be eligible to participate in the vote on their adoption», — underline entrepreneurs.

The business community noted that the basis of lobbying activities is a deep strategic analysis to facilitate the adoption of socially useful long-term solutions.

«The creation of a normative-legal base, regulating lobbying activity, will allow to fight corruption as ineffective in the decision-making mechanism, improve the competitiveness of the domestic economy», — assured the Association. Entrepreneurs expressed readiness to join this job.
