The Chairman of the Federation Council Commission on information policy Alexei Pushkov said that his proposal for Ukraine to pay a fee to the Council of Europe (COE) in Russia — sarcasm, as Kiev has no money.

«In XIE, seems to have really embraced «offer» to Ukraine to pay Russia for the CE. On my part, it was sarcasm: Kiev has no money,» Senator wrote on his Twitter page.

At the end of last week, Russia offered Ukraine to pay a fee to the Council of Europe, which entered a phase of acute crisis, as after Russia and Turkey have notified the Council of Europe on the reduction of the contribution. Thus a press-the Secretary of the Council of Europe Daniel Holtgen have called it unlikely that the idea of payment of Ukraine’s contribution to the organization for Russia, which previously reduced payments amid a crisis in relations with the PACE, and believes that Moscow and Strasbourg need a solution that will allow Russia to remain in the Council as a full member.

At the end of June this year, the Russian side stated that it intends to suspend some payments to the budget of the Council of Europe for 2017 as long as the credentials of the delegation to PACE will not be restored in full. Despite the suspension of the payment of an instalment, the Russian side continues to work for the ratification of the Convention of Council of Europe documents.

Earlier, the PACE delegates from 20 countries spoke out against the possible return of Russia to the organization.
