The marking system of medicines in Russia will begin to gradually introduce in 2018. The decision adopted by the Presidium of the presidential Council for strategic development and priority projects. The innovation is intended to bring the pharmaceutical market out of the shadows, to exclude the appearance in the sale of counterfeit and substandard drugs. This is a chance in a relaxed atmosphere to learn first-hand about the mandatory labeling of drugs. However, meaningful conversation does not work — my companion, as it turned out, not aware of the upcoming changes. And she was alone. You should probably make them a discount, because in test mode, the monitoring system started to work since February of this year. The experiment involved 610 of 350 thousand manufacturers, wholesalers, retail chains and medical institutions.

Leaving the pharmacy with the idea that some consumers are informed and better prepared. A week and a half ago everyone was available a special mobile application «Check labeling», which you can use to check the legality of the drug. It was developed by the Federal tax service.

Downloads a little while — about five thousand for Android, about the same for iOS. However, the app became really useful tool, you must create and enable a nationwide monitoring system of drugs. Not random yet relevant: the app is good, but to use them does not work.

The mechanism should work on 1 January 2019. Then any medicine purchased in a drugstore, you can check on the spot. For this we need to enable the app on your smartphone and scan the QR code from the chip. A few seconds and the screen should appear information about the drug, including the manufacturer, production date and shelf life.

This should not be neglected. According to the interior Ministry, annual sales of counterfeit products reaches 10-15 percent of the legal circulation of drugs. Marketing Director of pharmaceutical company «EGIS» in Russia Mikhail Salikhov assesses the situation more pessimistic, arguing that this figure may reach 20 percent. And in the chamber of Commerce and did say that up to 60 percent of the drugs on the market is counterfeit.
According to statistics, most falsifiziert antispasmodics 19 percent of the total volume of counterfeits. On the second position — drugs for treatment of cardiovascular system (11 percent), the third — drugs for gastrointestinal tract (eight per cent).

To distinguish the fakes are difficult: in addition to the packaging, the scammers fake supporting documents, including certificates of conformity. Mandatory labeling of the drug should resolve the problem and help not only consumers but also producers. «Under the new system we will be able to detect violations and to respond promptly», — said Salikhov.

Every victory has its price, including over counterfeit. The Ministry of health at the start of the project estimated the total costs of the introduction of Data Matrix Code in the drug market at 14.2 billion rubles.

For example, industrial scanner will cost the company several million rubles, and the pharmacy will have to pay 12-15 thousand. It is worth mentioning that the equipment must be on every hand. So the costs are rather sensitive, especially for small pharmacies.

The question is, how will the price of the medication. The Ministry of health claim: if prices rise, it is not much — at 33-55 cents per pack. Thus the products included in the list of vital and essential medicines (HVNLP), the prices will not grow — they are fixed by the state.

However, the rest of the range of pharmacy chains of limitations and no obligations. In this regard, the head of group on work with the pharmaceuticals sector Deloitte Oleg Berezin in an interview with RIA Novosti, did not rule out that retailers will try to offset the cost by raising the price of drugs in the unregulated segment.

Objective prerequisites for this are: due to mandatory labeling, the cost of packaging drugs, according to analysts, will grow by a ruble and a half. Moreover, the rise projected throughout the supply chain — from factory to pharmacy.

It can make unprofitable production of drugs worth up to 50 rubles. In late November, the producers warned: due to the marking of prices of medicines will rise, and some of them may disappear altogether from the market.

As support measures, the Ministry of industry and trade promises businesses state subsidies. In 2018, the Federal budget for these purposes, provided half a billion rubles.

The allocation of funds delegated to the Russian technological development Fund, which will provide producers with loans for the modernization and equipment of production lines of an automated monitoring system.

«Rostec» is ready to produce and supply the market with 1.2 thousand sets of equipment. Import substitution in this case can reduce the costs of pharmaceutical companies and help to curb rising drug prices.
