The transition of the contact line in the Donbass Ukrainian and Russian officers of the Joint center for control and coordination of ceasefire (SCCC) was postponed to Tuesday due to the fault of Kiev, told RIA Novosti the head of the representative office of the self-proclaimed Donetsk people’s Republic in SCCC Ruslan Yakubov, noting that the observers were forced to return to Donetsk.

«Patrols of the OSCE mission, which carried out mirror to monitor the situation on PPC Gorlovka-Mayorsk, where was to be held the transfer of officers of the Russian Federation and the APU, left the scene of the patrol. The leadership of the Armed forces of the Russian Federation at the JCCC took the decision for security reasons today not to cross the line. All staff representatives of the Russian Federation at the JCCC, located on the territory of both republics, returned to Donetsk. The DNR office at SCCC will provide the necessary support in placing the officers. The Ukrainian side has not provided the transport, a subsequent attempt to cross the contact line will be tomorrow,» — said Yakubov.

According to him, «together with the officers of the Russian Federation in Donetsk forced to return members of the APU».

In DND fear the increasing number of provocations

Operational command of the self-proclaimed Donetsk national Republic afraid of the increasing number of provocations by the Ukrainian security forces in the event of changes in the composition of the Joint center for control and coordination of ceasefire (SCCC).

«We do not exclude that the number of provocations on the part of the APU with the withdrawal of the Russian representatives at the JCCC will increase significantly in connection with the reluctance of the international observers of the OSCE to hold back the Ukrainian security forces. These facts confirm that the presence of Russian observers ensured a more stable environment,» — said the Deputy commander of the operational command of the self-proclaimed Donetsk national Republic Eduard Bacurin.

In Kiev do not exclude aggravation of the situation

The leader of the largest Parliament faction «Block of Petro Poroshenko» Arthur Gerasimov does not exclude aggravation of the situation in the Donbass after the release of the Russian officers from the Joint center for control and coordination of ceasefire and stabilization of the line of contact between the parties.

«Of course it (out of SCCC. — Approx. ed.) can affect the deterioration of the situation», — said Gerasimov journalists at the briefing, which was broadcasted by the TV channel «112 Ukraine».

According to him, Russia’s presence in the SCCC helped to negotiate the ceasefire on the ground to solve local problems.

In turn, MP from the faction «people’s front», member of the Parliament Committee on national security and defence Dmitry Tymchuk believes that the joint center for control and coordination of the ceasefire in the Donbass it is necessary to fill after the decision of the Russian Federation on the withdrawal of their officers from this authority. «We had seen that the SCCC was not a body that came to a consensus, where he settled some disputes with the production of some decisions», — said Tymchuk in the TV channel «112 Ukraine».

«Unconstructive approach»

The Russian foreign Ministry earlier said that Kiev in relation to the JCCC took a non-constructive position. Russian officers, in particular, have restricted access to the line of contact and interfere with the test situation at a joint observation posts deployed on the territory controlled by Ukraine. It came to prohibitions on communication with the local population, there were instances of disrespect of the military APU to their Russian colleagues.

Earlier, the Ministry of defense said that the Ukrainian authorities have created a «blatantly discriminatory» working conditions for Russian participants of the working group on conflict settlement in the Donbass: field visits to monitor the situation the most difficult part in the activities of the contact group was blocked and even to go outside kept «under guard».

SCCC was established from officers of the General Staffs of Russia and Ukraine on behalf of the presidents of the two countries after the Minsk agreements that were signed to resolve the conflict in the Donbass.
