New environmental requirements on the installation required some enterprises accounting system of emissions of harmful substances into the atmosphere can lead to several thousand oil wells in Russia and a loss of revenues of the Federal budget to 400 billion rubles a year, said in a letter to the President of the Russian Union of Industrialists and entrepreneurs (RSPP) Alexander Shokhin, the Russian presidential aide Andrei Belousov at the disposal of RIA Novosti.

In 2018, according to the law «On environmental protection», a number of plants have to install special systems that measure the level of emissions of harmful substances into the atmosphere, and in respect of such enterprises should be conducted by a special state examination. Such companies include among others oil refineries and facilities engaged in the extraction of crude oil.

«In the oil refining industry will not be put into operation about 500 to 1,000 wells, the construction of which started in 2017, and will end in 2018 drilling about 4 thousand wells, which will lead the whole industry to production losses of 20-30 million tons of oil per year and revenues of the Federal budget of $ 250-400 billion per year,» the letter reads.

Shokhin noted that the state Duma adopted in the first reading amendments to the law, which, in particular, provide for reducing the period of examination and increase the time for installation of systems of accounting for emissions.

But according to available information, the RSPP, the state Duma has no plans for their further consideration before the end of the year, except for the amendments to postpone the date of entry into force of installation requirements for systems of accounting for emissions for the year 2019. Although even in this case, companies will not be able to carry out the installation in the absence of this regulatory process regulations, said the Union.

The conclusion is that in such a situation will not be able to complete construction, which began in 2017, and many investment projects will stay at least six months. Shokhin also stressed that to solve this problem, amendments to the law should be taken until the end of 2017, with the entry into force on 1 January 2018 and asks Belousov, to provide assistance in this matter.
