The members of the Council for culture and art on Thursday would like to discuss with Russian President Vladimir Putin preservation of cultural heritage and the participation of volunteers in the restoration of cultural monuments, the interaction of literature and state to address problems of theatrical and artistic sphere, told RIA Novosti interviewed experts.

The meeting of the presidential Council for culture under the presidency of Vladimir Putin will be held on Thursday in the Kremlin. Traditionally, it will be attended by prominent figures of culture and art, which address the head of state, topical issues in the sphere today.

The preservation of historic cities

Chairman of the Central Council of the public organization «all-Russian society of protection of monuments of history and culture» Galina malanicheva told RIA Novosti that he would like to draw attention to the situation of historical towns of Russia, which, in its opinion, should have all the complex security documentation.

«Most importantly, all of this was made in the unified state register of objects of cultural heritage. Now there is a funding program of the Ministry of construction, which is very good, but if these subsidies fall into the historic city when there is no documentation for preservation of cultural heritage, the developer is free to do whatever he wants in the historical city… It is unacceptable, we must accelerate the approval of all project documentation and allocate regional budgets. I see this as the realization of the state cultural policy of preserving the historical environment of cultural heritage objects», — she said.

Malanicheva added that some cultural heritage sites are left abandoned because they require serious investment. To restore such objects to help members of volunteer movements that require the support of the state. «I would like to raise the question about volunteers and the volunteer movement for the protection of cultural heritage. I am going to send a letter to the President from the all-Russia society of protection of monuments of history and culture on how we see the participation of volunteers in the protection of monuments. Information support, other support from the state is needed. Volunteers may work more effectively on objects of cultural heritage», — said the Agency interlocutor.

Questions of literature and creativity

Writer and rector of the Literary Institute named after Gorky Alexei Varlamov said that at the meeting of the Council planned to address the issues that are most relevant in the literary environment.

«From my point of view there are issues in which the interaction between the state and literature is necessary. It is not connected with questions of literary creativity, as authors we write what we want, and they, thank God, no one bothers. But the promotion of reading, literary education, distribution of books, questions related to the activities of the bookstores, the position of the thick journals — it makes sense to talk about» — he explained.

Last year in the framework of the meeting the President of Fund of Dostoevsky Igor Volgin has proposed the profession of «writer» in the Labour code of the Russian Federation: according to him, the lack of formal status deprive writers of the privilege possessed by the representatives of other creative professions. Alexey Varlamov’m sure this subject must be discussed again.

The Chairman of the Union of artists of Russia Andrei Kovalchuk expressed the opinion that the meeting needs expressed by the representatives of different cultural trends, in order to more fully submit to the President a state of Affairs. «For example, I headed the Union of artists of Russia, and we have an urgent question about the creative workshops,» — said the Agency interlocutor.

He noted that at the Federal level there is no decision about the use of workshops with artists across the country. «And every time artists are turning to local municipalities to address issues related to their creative work. We think that it can be included in the «Law on culture», or it may be a separate resolution,» — said Kovalchuk.

What he was talking about a year ago

Last year Putin held a joint meeting of the presidential councils for culture and arts and Russian language in Saint-Petersburg. The head of state stressed that the format of the meeting was chosen because it was the strengthening of the common cultural space of the country, classical literature and Russian language, which have always contributed to the preservation of the cultural code of the peoples of Russia and its transmission to new generations.

Participants had to touch the widest possible range of issues: discussed the freedom and responsibility of the artist, talked about the preservation of cultural heritage and the support of the cinema and told the head of state, what issues particularly concern them. To take the floor before the artistic Director of «theatre of Nations» Yevgeny Mironov, the General Director of the Hermitage Mikhail Piotrovsky, filmmaker Alexander Sokurov, rector of the St. Petersburg Academy of Russian ballet named after Vaganova Nikolai Tsiskaridze, a literary critic Igor Volgin and others.
