Russian President Vladimir Putin suggested not bureaucratic system of education in universities, but promised to consider the introduction of targeted recruitment for replenishment of regional cultural institutions with new personnel.

Director of Sverdlovsk state Philharmonic Alexander Kolotursky, the meeting of the Council for culture and the arts told the President about the shortage of creative talent in regional cultural institutions. He proposed to consider the establishment of a system of targeted training of specialists in the field of culture, young professionals who fall into this program will be required to work in an appropriate institution for at least five years.

«We can think about that, but I can hardly imagine how we can bind a man who graduated from the creative University, to a specific institution.
