The Commissioner for human rights in the Russian Federation Tatiana Moskalkova has told RIA Novosti that the Moscow Prosecutor’s office asking to check why the Moscow public oversight Commission (POC) was not allowed in the detention facility (SIZO) to the former Minister of economic development of Russia Alexei Ulyukayev.

On Thursday the Executive Secretary of the PMC in Moscow Ivan Melnikov told RIA Novosti that members of the Commission were not allowed in prison to Ulyukayev, who is in «Grand Central.» Deputy Director of Federal service of execution of punishments (FSIN) of the Russian Federation Valery Maksimenko has told reporters that this decision was made by the Investigation Committee. He noted that the penal system can not on its own initiative to limit the use by members of the PMC of their institutions, but rather contributes to the work of human rights defenders in accordance with the law on public monitoring commissions.

«I was approached by the members of the PMC with a complaint on this situation, and I sent a petition to the Prosecutor of the city (Moscow) to check the legality and validity of actions related to the refusal to visit,» — said Moskalkova RIA Novosti.

She added that Ulyukayev ready to visit in person, if he so desires. «There must be a signal from a man who believes that his rights related to the procedure and conditions of detention violated», — said the Ombudsman.
