The members of the Federation Council Sergey Ryabukhin, Yevgeny Bushmin and Vitaly Shuba submitted to the state Duma amendments to the law «On state regulation of production and turnover of ethyl alcohol», providing for the marking of all glass containers for alcoholic drinks a fortress above 28 degrees a unique character identifier for each glass manufacturer to combat counterfeiting and reduce the number of mass poisoning of citizens of poor-quality products.

«We propose to introduce mandatory labeling of glass bottles intended for bottling of spirits, a unique character identifier for each glass manufacturer. It is illegal alcoholic products is one of the sources of mass poisoning of citizens, strict control over the circulation of glass containers will reduce the number of such cases,» said Ryabukhin RIA Novosti.

According to him, if in the bottle was poor quality products with methyl alcohol or other threat to the health of the components, the source can easily be detected by the ID of the plant. In addition, it provides, said the Senator, that the plant, whose bottle was counterfeit, will be liable for the defective or harmful products.

«At present, the production and turnover of glass containers that are not less important component in the production of alcoholic beverages than the main technological equipment for production of ethyl alcohol, almost not controlled by the state. As a result of illegal alcohol producers can easily place an order for the production of any volumes of glass. Thus in the current legislation there are virtually no tools to apply sanctions for the production of glass containers for illegal alcohol products,» — said riabukhin.

He noted that currently in Russia there are only about 40 factories producing bottles for the wine and spirits businesses. A limited number of such plants will allow to monitor compliance with the new requirements, said the Senator.

«A substantial reduction of the resource base of the illegal alcohol market players will have a positive impact on the increase in tax revenue from the alcohol industry,» — said the head of the Committee.
