The Federation Council at the last plenary meeting of autumn session on Tuesday will consider a law on prolongation of payments of the parent capital and on payments for children.

The first law extends the program of the parent capital until the end of 2021 and provides the ability to send the prisoner on payment of paid educational services of preschool education.

Currently, the right to additional measures of state support can be implemented not earlier than after three years from the date of the birth (adoption) second, third child or subsequent children.

To this rule there are exceptions: until the child is three years of maternity capital can be used for the payment of the initial payment and (or) the repayment of principal and payment of percent on credits or loans on acquisition (building) of housing, including mortgage loans, and the purchase of goods and services for social adaptation and integration into society of children with disabilities, according to the document.

The law proposes to set another exception — to give the chance to send the maternity capital to pay pre-school education or payment of other related pre-school education costs.

The second law gives the right to the monthly payments in connection with the birth (adoption) of the first and (or) the second child.

Such payments are provided to Russians residing in Russia if a child is born (adopted) starting from 1 January 2018, if the child is a citizen of Russia and if the size of per capita family income does not exceed 1.5 times the subsistence minimum of working population in a particular region.

The average size of such monthly payments in connection with the birth of the first child will be in 2018 10.523 of the ruble. According to the labor Ministry, the total amount of funds for the implementation of the law would amount to 21.4 billion rubles. The number of potential recipients of payments for the first child will be about 339,1 thousands of people annually.

In addition, members of the Federation Council will discuss the ratification of international agreements, including Council of Europe Convention on the counterfeiting of medical products.
