Business Ombudsman Boris Titov declared that he was going to run for President of the Russian Federation, offers to motivate small businesses to «out of the shadows» in the legal field, providing them with loans at a preferential rate.

«You have to understand that in most cases the legalization of small businesses leads to a huge enhancement of risks. Risks, primarily loss, because it is not profitable to work, pay all the taxes and risk administrative and even criminal pressure,» said Titov, speaking at a meeting of the state Council on investment attractiveness of regions.

«We must strengthen individual measures. For example, to set the maximum simple, convenient and beneficial mode for the little ones — we call them individual entrepreneurs without the right of employment», — said Titov.

«In addition, for business «in the shadows» the biggest problem is getting the money, resources, credits. Money for them are very expensive, for «shadow business». So, if you give them an offer at the level of the industry development Fund — 5% for five years, a special Fund, it might also be of interest to them to the exit in the legal sector,» he added.
