The bill on forced treatment for alcoholism in the case of its adoption will not violate the rights of Russians and will reduce the number suffering from alcoholism people, according to respondents RIA Novosti experts.

Earlier on Monday, the Chairman of the Duma Committee on health protection Nikolay Govorin has informed that the corresponding bill can be submitted for consideration the lower chamber in the spring session.

The essence of innovation

«The bill is ready. He is currently undergoing an internal audit, we brought in our expert advice… I hope we make it to the end of the spring session,» said Govorin at the round table «Were the Russians to drink less during the Christmas holidays.»

The MP noted that the document proposes to oblige people who have repeatedly committed administrative violations, to undergo treatment for alcohol dependence, and in case of refusal may be followed by deprivation of liberty for a term up to one year.

Citizens ‘ rights will not violate

The law on compulsory treatment from alcoholism in case of its adoption will not violate the rights of citizens, as their opinion will still be taken into account in this situation, says the founder of the company «Alyokhin and partners» the novel Alekhin.

«No, this project will not violate the rights of citizens, as it does not imply the use of compulsory treatment to the person – his opinion will be taken into account, and there is no rehabilitation without his consent no one will not hold. The violation would be the case if we were talking about the administration for rehabilitation of all citizens who have committed a violation in the state of alcoholic intoxication, without the possibility of choice. Currently, however, no question of this not talking» — said Alekhine.

According to experts, is «very civilized measure that will allow many to undergo treatment and will be a stimulus to get rid of dependence.»

The new measure will reduce the number of alcoholics

Managing partner at KA «starinsky, Cartago and partners» Vladimir starinskij also believes that it is unlikely that the innovation proposed compulsory treatment, the citizen is given the choice, and in this case, the project will contribute to reducing the number suffering from alcoholism people.

«While we can say that it is unlikely that it would go on compulsory treatment as such – the person will have a choice. Will not be forced rehabilitation, on the contrary, the person will have the right to choose between treatment and other punishment. As such, the project will be very favorable to reduce the number of dependent people, since many still prefer to undergo rehabilitation to other forms of punishment,» said starinsky.

According to the expert to accurately assess possible infringement of citizens in a similar project, you have to see it in the final version.
