State Duma deputies and Federation Council members following the meeting of the conciliation Commission to overcome the differences on the bill to ban contact pritravochnyh stations expressed confidence that both sides will be able to find a consensus on the project.

The state Duma last week adopted a decision on creation of the conciliatory Commission to overcome disagreements over the law banning contact pritravochnyh stations. The earlier document was passed by the Parliament, but in late December, the Federation Council rejected it. The senators felt that the imposition of ban on direct contact hunting dogs with animals can hurt the hunting industry.

The document was developed by a group of deputies led by the speaker of the state Duma Vyacheslav Volodin. The deputies proposed to establish in law the requirement that physical contact between dogs and wild animals will be banned, and any methods involving brutal treatment of animals, for example, injury before exercise. The owners pritravochnyh stations had to install railings made of mesh or glass which will protect from injury as hunting dogs, and wild animals.

«Today’s meeting, I think it was extremely fruitful because we understand and hear from the Federation Council the essence of the contradictions. That is why we decided that we should continue to work on the bill in terms of clarifying those positions which to date it has… it is very important to separate the two concepts… the first is a cruel pritravka dogs at the stations, the second is the activity for training of hunting dogs,» he explained following the meeting the head of the Duma Committee on natural resources, property and land relations Nikolay Nikolaev.

According to the Deputy, the second meeting of the Commission, which will be held next week, will be held two events with experts on training hunting birds and hunting dogs.

«We made today a good and constructive step towards each other from the point of view of clarification of the essence of the positions and of the Council of Federation and the State Duma. And as today’s debate has shown, we are not so much contradictions as it seemed at first», — concluded Nikolaev.

As noted in turn, first Deputy head of the faction «United Russia» Andrei Isayev, the parties are confident that the conciliation Commission will quickly find the optimal solution «which will satisfy both the state Duma deputies and senators of the Federation Council, and most importantly, our voters.»

The Deputy Chairman of the Federation Council Committee on agrarian and food policy and nature management Vladimir Lebedev noted the potential of the hunting industry and said that everything should be done to address inconsistencies which hinder its development.

«We were originally set up for a constructive dialogue. And we kept saying that today the hunting thing — it’s not fun, hunting case is a case that carries huge socio-economic meaning. The industry has tremendous growth potential, and we together must do everything to ensure that all the contradictions, which today hinder development of this industry was eliminated,» — said Lebedev reporters.

The Senator noted that ahead of a lot of work, but there are a lot of questions, which deputies of the state Duma and members of the Federation Council agreed to discuss and jointly move forward.
