Model of state regulation when implementing the digital economy in Russia should be very soft to avoid brain drain, says the head of Sberbank German Gref.

«The role of the state giant, in the whole process of creating a digital economy… 2017 for us was a turning point in this sphere», — said Gref, speaking at the plenary session of the Gaidar forum.

«I think it’s very important to choose the model of the relationship before we begin to adjust… We need to choose the model of relations between state and entities. To monopolize some function, add money there, I think it’s a bad design. Regulation or tighter regulation is a bad model,» he said.

«I remember the phrase of one of the outstanding teachers, who said, «If you are strict parents and a lot of effort is applied with the hard upbringing of their children, be prepared for the fact that you bring up the dodgy liars in the world… People will anyway do what it will do, he will learn to give you what you want to hear from him,» — said the head of Sberbank.

«And the state with small startups, with a huge number of subjects… If we deregulierung to the point that they cease to be comfortable to work with, they will go to other jurisdictions, unfortunately. And should be here for a very, very soft paws to create the infrastructure. We have today a big problem is with the creation of this infrastructure», — said Gref.
