Attracting private investment in the education sector may account for the conclusion of concession agreements between business and regional authorities and the implementation of public-private partnerships, told RIA Novosti President of JSC «UK «Enlightenment» Vladimir Uzun following the discussion of «Trends in education: challenges, expectations, realities», held at the Gaidar forum in Moscow.

«The first step is possible in two stages: agreement on concessions and public-private partnership of business and regional authorities. The heads of the regions are ready. Should at least start with this, so we can invest in building schools, transfer them to the balance of the region, and continue to do so that the regions could for ten years to return these funds to the investor,» added Uzun.

He added that in Russia there is a ready infrastructure projects in the field of education, to apply the mechanisms of public-private partnerships, which are successful in other sectors of the economy.

«I believe that to attract private investment in education, the question is how to do it. If the result of the implementation of fiscal space education will be able to get more than 800 billion rubles a year, it is obvious that in addition to budget money, you can attract even more than 1.5 trillion roubles of private and regional investment annually,» said Uzun.

Speaking about the trends in modern education, he noted that to date, priorities shift, when primary education becomes no less important than the University.

«You should begin with preschool education. We say that now require teamwork, initiative, design thinking is laid in the preschool years. And if you’ll miss it in childhood, then you do not compensate it at any level», — said the head of «Education.»

He added that one of the aspects of the reform of the modern school should be to prepare infrastructure for the implementation of new interactive learning technologies.

«We need to create conditions for work of our teachers, and it is necessary to invest immediately, it is a key target for investment. We invest approximately 20-22 billion per year in textbooks, equipment, school construction, and could only invest in school infrastructure up to 100 billion rubles annually. We want to attract big business to invest in infrastructure, and it will be absolutely other money» — concluded Uzun.

The question of business involvement in the educational sector should be regulated at the legislative level, the expert concluded.
