Russia’s accession to the conventions of the Council of Europe will continue, despite the situation with PACE, where the Russian Parliament was deprived of voting rights at sessions because of the position in the Crimea, said in an interview with RIA Novosti, Russia’s permanent representative to the Council of Europe Ivan Satanovsky.

Russia in 2016 is not sending the required for accreditation of their delegations documents in PACE, as in 2014-2015, the Russian Parliament was deprived of voting rights at sessions and other rights because of its position on the Crimea. Moscow has repeatedly made proposals to resolve the crisis, including an idea to consolidate the document avoidance of imposition of sanctions against the national delegations.

At the end of June last year, the Russian side stated that it intends to suspend some payments to the budget of the Council of Europe for 2017 as long as the credentials of the delegation to PACE will not be restored in full. Despite the suspension of the payment of an instalment, the Russian side has continued to work on ratification of Convention of Council of Europe documents.

«Russia’s accession to the conventions of the Council of Europe will certainly continue,» — said Russia’s envoy.

According to him, «the interaction of Russia with the Council of Europe is multidimensional in nature, affecting a wide range of areas of cooperation in various fields, from sports to issues of combating terrorism, from culture to protection of the rights of prisoners.»

«The basis for it is the conventional base of the Council of Europe with the European Convention for the protection of human rights and fundamental freedoms», — said Satanovsky.

«Currently, in the framework of the Convention system 224 CE accepted international agreement (conventions, charters, protocols, agreements, etc.) on a wide range of legal relations in the field of human rights protection, combating discrimination and xenophobia, civil and legal and administrative cooperation, combating crime, intercultural dialogue, and health. Russia joined the 64 legal acts of the Council of Europe and intends to continue to expand its participation in them,» said Satanovsky.

According to him, last year was to some extent symbolic – Russia has ratified six Conventions of the COE. «Among them – the Moscow Council of Europe Convention on the counterfeiting of medical products and similar crimes involving threats to public health (Convention ‘Medicrime’), the law on ratification which was adopted on 29 December 2017,» he said.

This list appears and the Convention on laundering, search, seizure and confiscation of the proceeds from crime and on the financing of terrorism, which is a unique international legal instrument in the field of combating «financial aspects» of the terrorist threat.

«On the eve of this country’s great world Cup in 2018, not to mention held on ratification of the Convention the Council of Europe’s unified approach to security, protection and services during sports events and in particular football matches, which, among other things, provides legal grounds for limiting the entry of football hooligans», — said the permanent representative of Russia to the Council of Europe.

According to him, Russia attaches «great importance to the development of sectoral cooperation with the Council of Europe, primarily in the legal and law enforcement direction.» «Over the years, the relevant cooperation mechanisms have demonstrated their effectiveness», — said Satanovsky.

«For example: using the channels of mutual legal assistance in criminal matters, functioning on the basis of autoeuropa legal instruments, the Russian side annually to Europe and got hundreds of requests for mutual legal assistance and dozens of extradition requests. In the framework of this cooperation over the last few years on the basis of instructions of the Prosecutor General of the Russian Federation only from Switzerland was returned over 100 million dollars», — concluded the diplomat.
