Russia’s permanent representative to the Council of Europe Ivan Satanovsky hopes created in December last year, the ad-hoc Commission of the PACE Bureau will be a platform for a new stage of cooperation between the Federal Assembly and PACE.

Russia in 2016 is not sending the required for accreditation of their delegations documents in PACE, as in 2014-2015, the Russian Parliament was deprived of voting rights at sessions because of the position on the Crimea. Moscow has repeatedly made proposals to resolve the crisis, including an idea to consolidate the document avoidance of imposition of sanctions against the national delegations.

Satanovsky in an interview with RIA Novosti expressed the hope that «was created in December last year, the ad-hoc Commission of the PACE Bureau on the question of the role and mission of the Assembly based on the report of the head of the national delegation of Italy Michelle Nicoletti will become the platform where you will begin a new stage of cooperation between the Federal Assembly and PACE».

The resolution and the report of the Italian MP, Nicoletti was adopted at the autumn session of the Assembly. In the report, he assessed the situation in all countries of the Assembly, including Russia, on the eve of the summit of the Council of Europe. The MP proposed to hold a meeting of the joint Commission of the PACE and of the Committee of Ministers of the Council of Europe to develop common measures on preparation for the summit and initiate the procedure of harmonization of the rules governing participation and representation of the States in the two statutory bodies of the Council.

While Nicollete noted the importance that «all States members of the Organization was fully represented in this process, on the parliamentary side and on the intergovernmental side.»

Ukrainian parliamentarians saw the resolution Nicoletti «invitation to return the Russian delegation in PACE» and the term «lifting of sanctions». At the October session, for the first time since 2014 the PACE during the vote, albeit a small majority, rejected almost all amendments to the resolution Nicoletti, prepared by the Ukrainian delegation. The next day held a meeting proposed by MP joint Commission, which was attended by Russian Ambassador to the COE.

It is expected that in the framework of the PACE winter session on January 23 will be a meeting of the Commission with the participation of Russian representatives.
